Apply at the Guichet unique Ukraine
Appear IN PERSON (with the whole family) at 12-14, avenue Emile Reuter, Luxembourg — Thursdays 8:00–11:30. Personal data is registered, identity and eligibility checked. Upon approval a provisional attestation is issued immediately, valid 2 months pending the card.

Receive the biometric card
After the provisional attestation, book a second appointment for biometrics. The temporary protection document is issued as a biometric card valid until 04.03.2027.

Register with ONA (housing and support)
If you lack sufficient means, ONA (Office national de l’accueil) provides a place in state accommodation, food, clothing, a monthly allowance and access to medical care. For those living at a private address there is a social walk-in every Wednesday 13:30–16:00 (bpt.prive@ona.etat.lu). CNS health coverage is activated automatically — the card with your social security number arrives by mail.

Work and school
Temporary protection grants free access to the labour market without a separate permit (including self-employment) — register with ADEM (+352 247 88888). Enrol children in school via the SIA school integration service; a mandatory health screening precedes enrolment.

Name and surname in Latin letters exactly as in the passport; the officer registers the data — verify the spelling.

What happens after protection ends
Temporary protection runs until 04.03.2027. Already now, protection holders employed with a salary at least equal to the minimum social wage can apply for a residence permit as salaried workers (travailleur salarié); their family members — for a family member permit. This creates a residence basis independent of temporary protection. Other routes after the regime ends — study, self-employment, international protection (an individual procedure).

FAQ
Until when is my protection valid and do I need to renew it?
Protection is granted with validity until 04.03.2027 and issued as a biometric card. Holders of the paper attestation receive the new card under a procedure communicated by ministry letter (circulaire) — watch your mail and guichet.lu. Questions — Directorate-General of Immigration: +352 247 84565.
Can I work in Luxembourg?
Yes, temporary protection grants free access to the labour market without a separate permit, including self-employment. Register with ADEM (+352 247 88888) for job search. If you earn at least the minimum social wage, you can additionally apply for a salaried-worker residence permit — an independent residence basis.
My passport is non-biometric or expired. Can I still apply?
Yes. Bring all the identity documents you have to the Guichet unique appointment, even expired or internal ones — identity checks are done on site. For a new Ukrainian passport contact the Embassy of Ukraine in Brussels or the consular sessions in Luxembourg (1, Place d’Armes, by appointment).
What support does ONA provide and how much is it?
ONA provides housing in state facilities, food, clothing, monthly cash and hygiene support, annual school supplies aid and medical follow-up. Exact amounts depend on household composition and your income and are not published officially — they are determined at registration. Condition: lack of sufficient own means. For private-address residents — walk-in Wednesdays 13:30–16:00 (bpt.prive@ona.etat.lu).
Can I visit Ukraine without losing my status?
There are no clear published rules on short trips. Note: a lasting absence may affect your status, and ONA material aid can be affected even by a short one (aid conditions assume presence in Luxembourg). Before travelling, check the consequences with the Directorate-General of Immigration (+352 247 84565) and inform your ONA social worker.
