Apply at a PPA service office
The application is filed in person at a PPA office: Tallinn (Tammsaare), Tartu, Pärnu or Jõhvi. Bring all documents. During the procedure you are assigned an Estonian personal code (isikukood) — needed for healthcare, banking and benefits. Decision — up to 2 months, usually faster in practice.

Collect your residence permit card
After a positive decision, collect your residence permit card within 30 days at the same PPA office. Permits issued from 13.08.2025 are valid until March 2027.

Register your place of residence
Register your address in the population register (rahvastikuregister) at your municipality or online via eesti.ee (ID code required). Without address registration you cannot get municipal benefits, a school/kindergarten place or a family doctor.

Apply for benefits
Apply for family and parental benefits through the Social Insurance Board (SKA), and for subsistence benefit through your municipality. If unemployed, register with Töötukassa. See the Benefits section of this guide and the relevant authority’s decision for current rates and conditions.

Healthcare, school and mandatory courses
Health insurance via Tervisekassa — on the same grounds as Estonian residents (employment, Töötukassa registration, children, pensioners); emergency care — for everyone. Enrol children in school via the municipality. Protection holders must take an A1-level Estonian course (100 academic hours) and a one-day adaptation course.

List everyone living together and their ages. Current subsistence rates appear in the Benefits section; the municipality makes the final calculation taking income and housing into account.

Subsistence benefit (toimetulekutoetus)
Families with income below the subsistence level after housing costs. Housing documents (e.g., a lease) are required.

Child allowance (lapsetoetus)
Children with temporary protection from birth until age 19 — same rules as for Estonian residents.

Parental benefit (vanemahüvitis)
The amount and entitlement period depend on the type of parental benefit and reference-period income. The €886 rate applies where there was no income; a separate minimum-wage floor applies to people with low previous income. Check your SKA decision for the calculation and dates.

What happens after protection ends
After temporary protection: switch to regular permits under the Aliens Act (work — including fixed-term contracts, study, business, family reunification) or long-term residence under general rules (usually 5 years of legal stay). Applying for international protection is also possible. Estonia is very digital — most applications are filed online via eesti.ee.

FAQ
How do I extend my temporary protection permit?
Annual cycle: in autumn (October–November) take a new photo at a digital kiosk in a PPA office, then file the extension application in the asylum.politsei.ee self-service portal (opens in December) — 1–3 months before the permit expires. Extension is free for Ukrainian citizens. You can also apply on the spot at a PPA office.
Until when is protection valid?
Permits issued from 13.08.2025 are valid until March 2027. By the EU Council decision of 30.07.2026 temporary protection in the EU runs until 04.03.2028 — Estonian permits are extended annually via the procedure described.
My passport is expired or missing. What should I do?
Expired documents are accepted for the application — identity will be established. If you have no documents at all, contact the Embassy of Ukraine: it issues identity certificates to Ukrainian citizens. A birth certificate is sufficient for children.
Can I work?
Yes, temporary protection grants the same rights as Estonian residents, including work without a separate permit. If unemployed, register with Töötukassa — it provides the insurance benefit (€14.77/day) and health insurance.
What changed for men since 05.08.2026?
By the EU Council decision, temporary protection is granted to new applicants only if lawful departure from Ukraine is proven: a border-crossing stamp or an official document (paper or electronic) confirming compliance with/exemption from military obligations. Those who ALREADY hold protection in Estonia are not affected.
