The extension to 2028 is NOT automatic — apply via asylum.politsei.ee 2-3 months before expiry + a photo at PPA. Visa-free entry with a biometric passport (90 days). If documents are expired or missing — identity is established individually at the border, and the Ukrainian Embassy in Tallinn issues identity certificates to Ukrainian citizens. The protection application is filed IN PERSON at PPA service offices by prior appointment (broneering.politsei.ee). Since 05.08.2026 new applicants (men with military duty) must prove lawful departure from Ukraine — a border-crossing stamp or an official document confirming compliance with/exemption from military obligations.
