The Ukrainian humanitarian scheme was replaced by a unified framework (Portaria 60/2025) — new humanitarian visas are suspended. Ukrainians enter visa-free; those in Brazil by 31.12.2025 can apply for humanitarian residence.
Since 01.01.2026 a new unified framework applies (Portaria 60/2025): the humanitarian visa requires a sponsor from accredited organisations; those who arrived by 31.12.2025 can apply for humanitarian residence under the transitional provision. Since 01.01.2026 there is NO longer a separate humanitarian scheme for Ukrainians: Ordinance 60/2025 replaced it with a unified framework, and the country list for new humanitarian visas has not yet been approved. What this means: (1) if you were in Brazil by 31.12.2025 — you have a transitional right to apply for humanitarian residence regardless of status; (2) new arrivals enter visa-free (90 days, +90 extension) and can seek asylum (refúgio, free) or residence on other grounds. Bring your passport (even expired), children’s birth certificates and proof of residence in Ukraine.
