IMPORTANT: Ukraine is NOT on the K-ETA/visa-waiver list — a visa from a diplomatic mission of the Republic of Korea is required for entry. There is NO general "humanitarian permit" for newly arriving Ukrainians — Korea is not a typical refugee route. The Ministry of Justice special measure applies only to those ALREADY in Korea: they may extend their stay and work until the situation in Ukraine stabilises, and are not deported for war-caused overstay (the measure excludes people with violations such as unpaid taxes or NHIS premiums). A separate category is Ukrainians of Korean descent (Koryo-saram), who may qualify for F-4 (Overseas Korean) status. If you plan to move "from scratch" without Korean roots, a job or studies — realistically consider other countries.
