Sweden activated temporary protection on 9 March 2022. The Temporary Protection Directive was implemented in law through Chapter 21, Sections 1-9 in the Aliens Act (2005:716). The provisions were introduced on 1 January 2003 in the-then Chapter 2a of the Aliens Act (1989:529). The provisions were transferred to Chapter 21 of the Aliens Act in connection with the entry into force of the new Aliens Act (2005:716). The provisions are automatically activated with the Implementing Decision of the Council of the EU for displaced people from Ukraine. In July 2022, the Ordinance (2022:1008) was approved, establishing the responsibility of municipalities in the provision of housing, schooling and care for beneficiaries of temporary protection, as well as criteria for distribution. The duration of temporary protection was 1 year from the date the EU Council decision entered into effect (until 4 March 2024) and it has since been extended for another year. Temporary protection was extended until 4 March 2027. On 1 November 2024, the Act (2024:691) on Registration in the Population Register of Foreigners with Temporary Protection in Certain Cases was introduced, which made it possible for those with temporary protection to be registered in the population register earlier than before and thus gain access to other measures.

Stricter rules when the Temporary Protection Directive is extended — New requirements for people with military obligations
Since 5 August 2026, anyone applying for temporary protection for the first time must have fulfilled their military obligations in Ukraine. If you are a man aged 23 to 65, you must show that you have fulfilled your military obligations or that you are exempt from the compulsory military service requirement in Ukraine. You can show that you meet the requirement, for example, by providing a passport with a valid exit stamp (the stamp must not be more than 90 days old), a certificate from the Reserv+ app (known as an e-VOD), or other official documents showing that you are entitled to leave Ukraine. You will soon be able to upload digital copies of your documents in the e-service to apply for temporary protection for the first time. If the Swedish Migration Agency needs more information from you, we will contact you and ask you to provide additional information for your application. Do not send us any additional information unless we have contacted you. The new requirements concerning military obligations only apply if you are applying for protection for the first time on or after 5 August.
