More Information for Displaced Persons From Ukraine Ukrainian citizens are requested, upon entering Greece, to obtain from the competent border authorities a certificate confirming their date of entry. They are required to submit this certificate to the Ministry of Migration and Asylum, upon request, for the processing of their applications. Arrival at the Airport or by Road You may enter Greece by following the procedures below: 1. Holders of a Ukrainian biometric passport may enter through all entry points (land and air) with a maximum stay of 90 days. 2. Holders of a Ukrainian passport without biometric features (old type) may enter from all entry points; a transit visa is required with a maximum stay of 90 days. Attention: for the above cases, the National Police will stamp your passport with the date of entry 3. Ukrainian citizens who do not have travel documents may enter only from the Passport Control Department in Promahon (tel. 0030-23230 41079) where you will be issued a document by the staff of the Ukrainian Embassy in Greece. This procedure allows you to stay for a maximum of 90 days. 4. In case your children do not have travel documents, National Police officials will note under the entry stamp on your own passport the number of minor children you are accompanying. Attention: in this case, you will have to show a certificate of marital status or a birth certificate of your children. If you do not have either of these documents, you must complete and submit a solemn declaration stating the number of children, their first name, surname, gender and date of birth. Provision of Temporary Protection Within the 90-day period, you will be granted a one (1)-year temporary protection by the Asylum Service of the Ministry of Migration and Asylum; this gives you the right of access to the labor market and to medical care, in accordance with Directive 2001/55 of the Council of the European Union. Regarding the procedure for granting temporary protection, please contact by phone 0030-2131629600 or via email: tp-support@migration.gov.gr. Important: The process of granting temporary protection is provided free of charge by the Ministry of Migration and Asylum. More specifically, free interpreting services are provided at the helpdesk during the full registration procedure in order for the temporary protection residence permit to be served to the beneficiary. The permit also indicates your/ provides you with tax identification number (AFM) and social security number (AMKA). Material Provisions and Accommodation There is the possibility of short-term accommodation in the open structure of Sintiki for those who wish, until the process of issuing travel documents, where required, is completed. Unaccompanied Minors In the case of unaccompanied minors, the National Mechanism for the Identification and Protection of Unaccompanied Minors of the Ministry of Migration and Asylum is activated for the transfer of the children to special emergency accommodation facilities; thereafter, the relevant identification (if necessary) and guardianship procedure is followed. All Ukrainian citizens residing in Greece who are going to receive and provide care for their minor relatives from Ukraine arriving in Greece, are kindly requested to receive them from the entry points. Specifically, the adult relatives should be present at the entry points (e.g., Promachonas Border Station) during the minors’ arrival holding the necessary legal documents that prove their family relationship. Additionally, they should also hold the documents that prove the consent of the minor’s parents concerning the assignment of the custody to the adult relative in Greece. Upon assessment by the Greek authorities and the Implementing Partners of the National Emergency Response Mechanism for Unaccompanied Minors in precarious living conditions, the adult relatives will be able to undertake the care/ custody of their minor relative. Do these individuals need to provide proof of exemption from their military obligations? Ukrainian citizens who are not subject to conscription may still have military obligations, regardless of their age or gender, whether they have been conscripted or are performing other duties related to military activities. Therefore, male Ukrainian citizens aged 18–22 are required to submit proof of lawful departure from Ukraine. You must submit the original seaman’s book, passport, or travel document showing the date of departure from Ukraine. If I hold a valid temporary protection residence permit from another European Union member state (e.g., Germany, Poland), am I exempt from the verification of satisfaction of military obligations in Ukraine? In order to be granted a temporary protection residence permit in Greece, the corresponding residence permit must have been previously revoked or deactivated, and the temporary protection status must no longer be in effect in another European Union member state. Furthermore, you will not be exempt from verification by the Greek authorities regarding the satisfaction of military obligations in Ukraine. I have renounced my temporary protection in Greece. Просимо громадян України, які проживають в Греції та очікують прийняти та піклуватися про своїх неповнолітніх родичів з України, які прибувають до Греції без супроводу, забрати їх із пунктів в’їзду. Більш детальніше, повнолітні родичі повинні бути присутніми на місці в’їзду (наприклад, на пункті Промахонас) після прибуття неповнолітнього без супроводу та мати з собою необхідні документи, які підтверджують родинний зв’язок з неповнолітнім, а також документи, в яких підтверджується згода батьків неповнолітньої дитини на надання піклування родичу, який забирає дитину з пункту в’їзду. Після оцінки органами влади та співробітниками Національного механізму повнолітнім родичам даватиметься можливість опікунства над неповнолітніми родичами. Council Directive 2001/55/EC Application of temporary protection under Presidential Decree 80/2006 due to the mass influx of displaced persons from Ukraine Embassy of Ukraine in Greece Information for people fleeing the war in Ukraine Free travel options in Europe Information for unaccompanied minors Communication of the Commission Frequently Asked Questions Informational Material Extension of Temporary Protection Status and Residence Permits By Decision of the Minister of Migration and Asylum, Mr. Athanasios Plevris, the validity of the temporary protection status for persons displaced from Ukraine into Greece is further extended. The extension, as defined by the aforementioned Ministerial Decision (ΑΔΑ: ΕΞΨΛ46ΜΔΨΟ–Κ7The), has a duration of one (1) year, and more specifically from 4 March 2026 until 4 March 2027. Important Information Until 04/03/2027, pursuant to Article 194 of Law 5078/2023, as currently in force, holders of temporary protection residence permits are entitled to apply for any residence permit under the Immigration Code (Law 5038/2023) by submitting an electronic application at https://portal.immigration.gov.gr/ electronic-applications/, without the need for an entry visa, while a copy of the temporary protection residence permit must be added to the required supporting documents. The issuance of the new residence permit means resignation from temporary protection. When applicants for temporary protection residence permits appear in person, they are checked to see whether they meet the conditions for granting the permit, based on the Decision of the Minister of Migration and Asylum No. 172172/2022, and in particular their nationality, date of displacement from Ukraine and/or habitual residence in Ukraine, in relation to the date of the Russian armed forces’ invasion (24/02/2022), as well as family ties or kinship, where required. For this reason, in some cases, when the information provided in the online application cannot be confirmed otherwise, additional supporting documents may be requested (e.g., marriage certificate, birth certificate, family status certificate, transport tickets, documents of residence in Ukraine, any proof of payment for services, court decisions), which must be officially translated into Greek. According to recital 4 of Council of the EU Implementing Decision 2025/1460, a person shall enjoy the rights associated with temporary protection in only one Member State at a time, while Member States are required to reject applications for residence permits when it is apparent that the person concerned has already been granted a temporary protection residence permit under Directive 2001/55/EC in another Member State. This means that if it is established that an applicant for temporary protection in Greece has a valid temporary protection residence permit issued by another EU Member State, a Greek temporary protection residence permit will not be granted. If a resignation from temporary protection has been submitted in another EU Member State, relevant supporting documents must be provided. Applications for registration as beneficiaries of temporary protection must be submitted exclusively online at https://asylum.migration.gov.gr/temporary-protection/?lang=en. To apply, you must have a Greek mobile phone number, which can be issued with a national passport (Law 3783/2009, as applicable). If you encounter any problems, please contact tp-support@migration.gov.gr.. Clarifications The validity of temporary protection residence permits with an expiry date of 4 March 2023 or 4 September 2023 or 4 March 2024 or 4 March 2025 or 4 March 2026 is automatically extended until 4 March 2027. During the above extension period, the residence permits already held by beneficiaries of temporary protection will not be renewed, and no further action is required on their part. As an exception, holders of temporary protection residence permits who wish to travel abroad, from 16 February 2026, may visit the asylum offices in Attica, Thessaloniki, Western Greece, Crete, and Rhodes, in order to renew their residence permits with an expiry date of 4 March 2023, or 4 September 2023, or 4 March 2024, or 4 March 2025, or 4 March 2026, by showing their tickets, in printed or electronic form. The renewal of temporary protection residence permits will take place at the specific offices, without an appointment, on working days, during public service hours. If you’re using a private vehicle, your residence permit won’t be replaced. In any case, new temporary protection residence permits will continue to be issued to displaced persons from Ukraine who enter Greece for the first time until 4 March 2027. It is pointed out that all temporary protection residence permits issued in Greece with a date of issue from 24 March 2022 to 4 March 2027, constitute legal residence titles, serve as work permits, confer the rights provided for in Articles 192 to 195 of Law 5307/2026, and constitute identification/certification documents for beneficiaries of temporary protection. Renunciation of temporary protection status and return of the temporary protection residence permits must be done in person at the competent asylum offices, by appointment only, via tp-support@migration.gov.gr.. Beneficiaries who are in another country may, as an exception, contact the Greek consular authorities. Important Notice on Military Service Obligations in Ukraine Pursuant to Article 2 of Council Implementing Decision (EU) 2026/1912, the temporary protection provided according to Article 2 of Council Implementing Decision (EU) 2022/382 is granted only to those who have fulfilled their military obligations in Ukraine, provided they submit relevant supporting documentation, on a case-by-case basis. Starting Monday, August 24, 2026, the competent asylum offices will conduct the necessary checks on individuals who appear in person for full registration to receive a temporary protection residence permit in Greece. Any of these individuals who have military obligations in Ukraine, regardless of their age or gender, and whether they have been conscripted or are performing other duties related to military activities, are required to present any relevant documentation regarding their exemption from or fulfillment of military obligations. First, as evidence for the lawful departure from Ukraine, are considered the following: 1) Exit stamp in the passport, by the State Border Guard Service of Ukraine, upon request of the citizen, 2) Official certificate/statement of lawful border crossing, issued by the Main Centre of Special Information Processing of the State Border Guard Service of Ukraine, upon request submitted by the citizen or their legal representative, including via email. In cases where lawful departure from Ukraine cannot be confirmed, the individuals concerned must submit an official document confirming exemption from or fulfillment of military obligations, certified by the Embassy of Ukraine in Athens or the Consulate General of Ukraine in Thessaloniki, where they can issue, search for, obtain, or certify documents. It is clarified that the verification of exemption from or fulfillment of military obligations will not apply to individuals who already hold a valid temporary protection residence permit.
