The Reception Unit of the Finnish Immigration Service is responsible for the reception and accommodation of applicants and beneficiaries of temporary protection in reception structures for applicants for international protection. In practice, reception services are provided in reception centres, which are managed by the Finnish Immigration Service and by external service providers.
The reception and accommodation of applicants and beneficiaries for temporary protection is regulated under the Chapter 4 of the Act on the Integration of Immigrants and the Reception of Asylum Seekers | Laki maahanmuuttajien kotouttamisesta ja turvapaikanhakijoiden vastaanotosta for holders of a municipality of residence. The provision of reception services is governed by the Act on the Reception of Persons Applying for International Protection and on Identification and Assistance to Victims of Human Trafficking | Laki kansainvälistä suojelua hakevan vastaanotosta sekä ihmiskaupan uhrin tunnistamisesta ja auttamisesta.
Under national legislation, reception services are provided to displaced persons when applying for temporary protection and to persons who are granted residence permits (on the basis of temporary protection) for the entire duration of their temporary protection.
Applicants for temporary protection receive the same level of reception services as applicants for international protection, such as accommodation, healthcare, assistance with registration, issuance of personal identification number and access to employment. Reception services for beneficiaries of temporary protection include accommodation, healthcare, essential social welfare services, access to education and employment, and support for integration. Services provided at reception centres also include meals, interpretation, translation and practical support to applicants and beneficiaries, such as information provision, guidance, counselling and security.
The national legislation, namely Article 14 of the Act on the Reception of Persons Applying for International Protection and on Identification and Assistance to Victims of Human Trafficking, specifies that reception services may be provided to a beneficiary of temporary protection who has a domicile address in Finland, for a reasonable period of time and when specific conditions apply. Since 2023, beneficiaries of temporary protection can apply for a municipality of residence from the Digital and Population Data Services Agency, if they have lived in Finland for 1 year and hold a residence permit on the basis of temporary protection which has been granted for at least 1 year. When a person registers under the municipality of residence, they must leave the reception system and they will become a customer of the municipality’s social welfare services and entitled to enrol in specialised integration programmes.
In 2024, the Finnish Immigration Service informed and encouraged asylum applicants and beneficiaries of temporary protection to apply for a municipality of residence and to receive more services.
Reception services end when an applicant or beneficiary of temporary protection leaves Finland, is granted another type of residence permit or when the residence permit issued on the basis of temporary protection expires and the person can return to the country of origin safely.

Temporary protection for those fleeing Ukraine — Make sure that the Finnish Immigration Service has your current address and telephone number
If you live in a reception centre, notify your reception centre immediately if your address or phone number changes. The Finnish Immigration Service will get your contact details from the reception centre. If you already are a resident of a municipality, make sure that your address is always up to date in the Finnish Population Information System. If your address in Finland changes, submit a notification of move to the Digital and Population Data Services Agency (dvv.fi). The Finnish Immigration Service will get your address from the Population Information System. Send the Finnish Immigration Service your new contact details if your phone number or email address changes. Send an encrypted message to migri@migri.fi using the Finnish Immigration Service’s securemail.migri.fi service. How to make the notification Notify your reception centre: by telephone visit the reception centre; or send the notification as a letter by post The contact details of reception centres are available on our website at Reception centres. Notify your reception centre of your information and the information of your family members relevant to the notification: first name and last name date of birth Finnish Immigration Service customer number new address If this is the address of your workplace, mention also the name of your workplace, such as the name of the farm, so that letters will reach you. If your letter box has someone else’s name instead of yours, tell the name to the reception centre as well. new telephone number If you move from one reception centre to another or do not know your reception centre If you move from one reception centre to another, the Finnish Immigration Service is informed automatically. Therefore, you don’t need to notify the Finnish Immigration Service separately of your new reception centre's address. If you do not know which reception centre is yours, send your address and other contact details to the Finnish Immigration Service. Send your contact details by encrypted email to migri@migri.fi using the Finnish Immigration Service’s securemail.migri.fi service. Why is it important to give your address and telephone number? The correct address and telephone number are important so that: we can make a decision on your application and can send you your residence permit card and all decisions that affect you the processing of your application and your right to work will not end due to an expiry decision or due to a negative decision. If you do not give us the information that we are requesting, we will issue an expiry decision or a negative decision on your application for temporary protection. In such cases, your right to work on the basis of temporary protection will end on the day when the decision is served on you. your reception centre can reach you and you maintain your right to reception services. Temporary protection for Ukrainians fleeing war extended until 4 March 2028 — Preparations also under way to phase out temporary protection
Though temporary protection was extended to March 2028, preparations are also being made at the EU level to eventually phase it out. As the name suggests, this protection is a temporary measure and is intended to end when circumstances in Ukraine allow. In the summer of 2025, the Council approved exit recommendations as part of preparations to phase out temporary protection. No class of residence permit specifically for Ukrainians is being prepared at the EU level. More permanent stays in the EU will require applying for existing types of national residence permits, such as permits based on work, study or family ties. A total of about 7,500 Ukrainians have already done so in Finland. A total of 4,300 Ukrainians have been granted a residence permit on the basis of work and 2,800 on the basis of family ties.
